Update on Low Risk consignments coming through the Port of Liverpool

As part of the UK Border Target Operating Model (BTOM), importers and their respective agents should now be fully aware of the notification requirements for low-risk consignments. With the phased introduction of the BTOM, Mersey Port Health Authority will conduct intelligence-based documentary inspections and the introduction of a charging regime to ensure compliance. 

 

Notification Requirements for Low-Risk Consignments 

For all low-risk consignments, importers must ensure that a notification is submitted via the Import of Products, Animals, Food and Feed System (IPAFFS). This notification must be accurately completed and accompanied by the required commercial documentation as prescribed within the BTOM framework. These documents provide necessary details to facilitate regulatory checks and ensure compliance with the UK’s import controls. 

 

Intelligence-Based Inspections and Charging Regime 

A significant aspect of this new phase is the introduction of a £20 charge. This fee will be levied in instances where non-compliance with the low-risk notification requirements is identified. It is important to understand that this charge is associated with the administrative work to help rectify the identified non-compliance.   

 

Ensuring Compliance with IPAFFS Requirements 

To navigate these changes effectively and avoid potential non-compliance charges, consider these best practices for submitting IPAFFS notifications:    

  • Ensure that you are using the correct commodity codes for your goods. Inaccurate codes can lead to misclassification.    

  • Prepare and have ready all required commercial documents in electronic format, such as PDF. Upload these documents as part of your IPAFFS notification.    

  • Submit your IPAFFS notifications well in advance of your consignment's arrival.  Aim to submit at least the minimum required hours or days before arrival to allow sufficient processing time.    

  • Before submitting, double-check all the information you have entered into the IPAFFS system for any errors or omissions.
