When do we require them?

With the introduction of the BTOM Phase 2, we would like to clarify when original documents are required to be presented to the offices of Mersey Port Health Authority.

We would also like to remind agents that when submitting CHED notifications in IPAFFS, all documents should be attached to the IPAFFS notification.

Failure to do this from 3rd June 2024 could result in additional charges being applied.

 

Low Risk consignments

We do not require original documents for Low Risk consignments. However, all associated documents (i.e. commercial documents such as invoices) should be uploaded to your notification in IPAFFS.

 

CHED-D

We do not require the original documents for CHED-D's that are notified for products listed on Annex I of assimilated Regulation (EU) 2019/1793.  These should be uploaded to the relevant notification in IPAFSS

Products listed on Annex II of assimilated Regulation (EU) 2019/1793 and Annex II of assimilated Regulation (EU) 2020/1158 will, however, require the original health certificate and laboratory report being presented to the office with copies also uploaded to your IPAFFS notification.

 

Medium/High Risk CHED-P

For Rest of the World CHEDPs, we require the original health certificate to be sent to our office.

For EU CHEDPs that have a PDF health certificate verifiable using TRACES or another EU/EFTA Member State system, we will not require a hardcopy to be sent to our office.

For EU CHEDPs that do not have a verifiable PDF health certificate in TRACES or another EU/EFTA Member State system, consignments may be released before the original health certificate arrives at our office provided the original certificate arrives within 5 working days. Failure to receive the original health certificate within 5 working days could lead to future consignments being held until the original certificate has been received. From 1st August 2024, failure to receive the original certificate before arrival of the consignment could lead to delays in releasing your consignment.

All associated documents (i.e. commercial documents such as invoices) should be uploaded to your notification in IPAFFS, we do not require these documents to be sent to our office.

IUU

We no longer require the hardcopy IUU catch certificates to be sent to our office; however, where issues have been identified, we may ask specifically for the hardcopy catch certificate to be sent to our office.

We still require IUU notifications to be submitted to us through PHILIS DES; however, the documents should be uploaded to the IPAFFS notification.

 

Organics

In most cases, we do not require the original Certificate of Inspection (COI) to be presented to our office. Officers may occasionally ask for specific original COIs to be sent to our office.

Organic consignments should be notified to us through PHILIS DES.

 

PDD

We do not require the original PDD to be sent to our office; however, PDDs should be notified to us through PHILS DES.
